H.R. Rep. No. 118-000 — Residential Heating Assurance Act
Part 1 PURPOSE AND SUMMARY — The bill establishes minimum habitability standards for federally assisted rental housing, including a requirement that heating systems maintain safe indoor temperatures during winter months, and provides enforcement through the Department’s existing inspection regime.
Part 2 SECTION-BY-SECTION ANALYSIS — Section 4. Heating standard. This section requires covered units to maintain an indoor temperature of not less than 68 degrees during heating season. The Committee intends “heating season” to be defined by local code where one exists, and by the Secretary by rule where none does.
Part 3 DISSENTING VIEWS — The undersigned members believe Section 4’s temperature mandate imposes costs on housing providers without corresponding appropriations, and would have preferred the performance-based standard in the Committee print.
